China Unicom has been initiating the move of constructing new wireless network as the popularity of 3G technology and application. More than 4000 base stations were newly set up in the process of GSM network capacity expansion in 2008 and WCDMA network deployment in 2009. There have been more than 7000 base stations owned by Beijing Unicom so far. The rapid increasing of the network size results in the difficulties of maintenance and management of base stations. Besides, in order to improve the quality of service and customer experience, Beijing Unicom has been focusing on optimizing the maintenance efficiency and shortening the response time. In the power maintenance, traditional maintenance method, namely monitor by physical patrol, couldn’t satisfy the modern wireless network maintenance requirement, which caused a lot of base station equipments were damaged and stolen.Therefore, it is necessary to develop and deploy an integrated monitor system to manage the distributed base stations located in different areas in Beijing. The goal of constructing power environmental monitoring system is to implement the functionalities of 5-remote, namely remote measurement, remote signaling, remote adjustment, remote controlling, remote vision through remote monitor, control, and manage the base stations’equipments, environmental variables and images of the power, USP, air-condition, and etc. And thus it can be accomplished to transit from manned watch and monitor to watch and monitor without man or rarely with man, to transit from repair or restore after defects to proactively preventive maintenance. Consequently, there will be more integrated monitor and control system for base stations, less maintenance staff, higher management level and service quality, lower maintenance cost for communication network, more efficient working productivity. Based on the current situation of base station’s local maintenance in Beijing Unicom and management requirements of base station’s graded assessment, this paper analyzes the weak points of previous power environmental monitoring system and thus brings forward the architecture of a new distributed power environmental management system. It analyzes collection module, transmission network schema, software architecture, system functionalities of the distributed power environmental monitoring system. Then it takes in-depth research and detailed design of collecting method, transmission network, software structure, system functionalities and interfaces with EOMS, considering Beijing Unicom characteristics. Finally it presents the design and mode and implementation of the power environmental monitoring system of Beijing Unicom and it also visualizes the system in 3G times.
