The IP Network is developing fast and widely used, which brings enterprises, families and individuals much more convenience and efficiency. Meanwhile, the services over IP are increasing to a larger amount, and Multimedia services are gradually becoming essential elements of IP services, such as VoIP, Video Conference, Remote Control and so on. For the reason of the varieties of IP services and explosive growth in network flow, the growing bandwidth still can’t afford all the services’ requirement. As a result, packets over IP network often bear loss, error, delay, etc. It is impossible to solve the problem relying on the indefinitely growth of bandwidth, while implement of QoS control is the key method to adapt the demand of new circumstances.Facing the problem of QoS over IP network, this paper studies current QoS control mechanism, including IntServ model, DiffServ model and MPLS technology raised by IETF. Based on differentiated service model and reserved resource thoughts, this paper designs and implements a comprehensive suite of QoS control module of network management system which can guarantee QoS for key services in the network effectively. What’s more, this module supports the switch of service portfolio in different application scenario, leading to the sufficient use of network resources.According to the study of QoS routing algorithm, this paper tries to find a feasible route meeting multiple constraints with generic algorithm and modifies several genetic operators to optimize this algorithm. Meanwhile, it is the import of the multi-constrained routing mechanism and priority mechanism that assures end-to-end QoS policies deployment.
