IP network to its excellent price quality characteristics are increasingly favored by the majority of users, but also makes the major network operators also have to treat it as their main development direction. Due to technical constraints, for the early traditional IP networks, whether the Internet or private network is not able to provide an effective service quality assurance.With today's multimedia business development, as well as a variety of real-time strong application technology applications (such as VOIP, streaming media technology, VPN, ERP, SAN, etc.), user quality of service for IP networks (SLA) requirements increasing, prompting a variety of IP QoS technology, the emergence and development of further evolution of the service system for different models, such as the common IntServ/RSVP, DiffServ/DSCP and the accompanying MPLS IP-VPN technology, developed for MPLS DS-Aware TE, which in turn contain a variety of technological means. But what kind of technical methods are most effective? Which strategy is best suited to the actual operating networks? How to tailor a specific group of users QoS strategy? Also how they use and deploy it? This is probably a need for in-depth study and exploration of the issues and seem to have a standard answer for reference. This is the theoretical analysis and experimental design from the two aspects of the above issues, research and discussion.This paper considers the requirements of the users from the carriers'need of IP-VPN. For the QoS services, especially the user using the low speed link which is sense with the QoS, this paper research on the method of QoS and the model of application and gice a pratical method for network users. The paper proves the method which solves challenges of the realtime and lack of network bandwidth, and enhances the QoS serve level.
