As social and economic development, people have increasing demands of security and reliability of water, at the same time more and more water companies also hope to achieve automation of meter reading, for which an important and effective measure is to strengthen the monitoring and management of water. In this thesis,a water meter monitoring and management system has been designed and implemented for water measurement and safety.Firstly, the system is a real-time data sampling system. The meters which can be sampled include pressure meter, flow meter, turbidity, residual chlorine analyzer and so on. Abnormal conditions can be dected by real-time data analysis. It also provides basic data to ensure security of water. Secondly, automatic measurement can be achieved by remote data transmission. And through real-time tracking of the water supply process and state analysis of meters,we can increase accuracy of the water measurement。In the design and implementation process, in order to get the ability of data communication between large number of meter terminals and server, this thesis proposed to use iocp as input/output model, thus we got improved efficiency of data communication, increasing system scalability, reducing the costs of system’s deployment and operating. In the database design process, we designed a performance-efficient database structure with good scalability according to the actual business needs.Through the system concurrency test, we got the result that the system have the ability of communicating with more than ten thousand meters.Firstly, this thesis introduced the background knowledge of the water supply industry and projects using the relevant technology. Then following the software engineering methods, this thesis described the system requirements analysis, outline design, detailed design, system implementation and testing process. In the requirements phase, the thesis summarized the customer needs; in the system design stage, according to the results of requirements analysis, established the business model and described the database design and interface design; in the system implementation phase, the thesis pays attention to the detailed implementation of the important functions. This thesis uses the stable .Net platform as a system development platform and Sql Server as database which reduced the development cycle and improved efficiency.
