Then we drafted design goal of this software system, and studied Document template management technology, Data encryption technology, Workflow technology etc.The article discusses how to combine practices research and develop an inquiry record software system based on .NET freamworks. And then, we use software engineering idea to standardize the build process and result of record writ. The software system is developed with C/S development. Through this system, we can establish a records database. It is applied standard file and flexible retrieval method. It can make the transcript accumulation of reusable case information resources, and provide support to handle the case which maybe associated with.The Electronic Record Software System of DongGuan City discussed and designed in this article include these functions. such as record legal document template management, general record management, record production, Comprehensive inquiry, synchronous Audio and video recordings, Voice reading aloud, system management and so on.Using this electronic record system combines record resource sharing, business regulation and unified management altogether into one system, and moreover, in contrast to the past, those functionalities mentioned above are more standardized, user-friendly and efficient, and have higher security and availability as well. In the foreseeing future, the police officers would be relieved of heavy work load of manual recording while by using this electronic record system proficiently. Therefore, it improves the efficiency of all kind of public security departments, and helps the police officers to deal with all kind of situations more efficiently in the enforcement, such as the social conflicts and disputes, combating crime, protecting civilian properties, safeguard social fairness and justice.
