In recent years, the rapid development of embedded technology and popularization of the concept of Internet of Things connects more and more equipment with "intelligence" and "network". Smart TV is the product of trend. The so-called smart TV is a generic term of a certain kind of DTVs, which carry the intelligent operating system, so that the users can install or uninstall the program provided by the third party service to expand TV function, and can realize network interconnection and the activity of watching video online.Due to the powerful function, the Smart TV puts forward higher request to hardware configuration and operating system. This paper realized a high-end intelligent TV solution based on ARM architecture and Android system, which is most advantaged in embedded field. The lord processing chip in this solution is an88DE3100multimedia processing chip provided by Marvell. Its CPU is a dual-core which is compatible with ARMv7. In addition, the chip also installs video processing module. The version of Android operating System is2.3Gingerbread.This paper elaborates the implement of smart TV system respectively in the part of the hardware design and software design. Hardware design includes hardware system management module, image processing module, audio processing module, video processing module, digital rights management module and external storage module. Software design includes system leading module, system state, operating system startup process and multimedia processing framework. In the end of the article, the process of updating system, the optimization of eMMC storage scheme and the improvement of UBoot burning process are put forward.
