With the development and accumulation of information in society, the governing standard of the government faces higher requirement. In the information surge, the government is supposed to establish and complete its information system, and to improve the ability of handle social information in information construction.To meet the need of the strategic development and government function transformation, the government of X County, Sichuan province puts forward HDDSS, which focuses on the local government decision making. Effectively integrating the shared original data of all fields in the information center and uploading them to the database, the system employs related mathematical mode, makes corresponding analysis models and datum-searching models, and displays the needed information with tables, charts, and etc.The support platform for decision-making of land in X County, based on the detailed information of respective businesses governed by the land resource department, displays indicator data in detail with its land datum storage, and illustrates the increase or decrease laws of the data on time with dynamic data tables, and the tendency curves (the line graph), bar charts, pie charts and comprehensive dashboard. The platform not only simultaneously satisfies need of departments of different levels in comprehensive information inquiry and investigation, but also makes demand analysis easier.The system includes several decision-making support modules for cadastral management, land use, land marketing, land expropriation and advance, cultivated land protection, land supervision and mineral resource. The system follows the method of unified planning and implementation in steps, the method of single standard and safety insurances, the method of unified platform and progressive promotion, and the method of unified construction and decentralized administration. Hence the government’s ability in administrative services and ability to handle public affairs, as well as the ability in dealing with emergencies such as huge natural disasters and sudden, public events, will be improved. The information construction of X County will be promoted comprehensively, and efforts will be made to upgrade X County to a "Datum County"In this program, BI (Business-Intelligence) program team is organized in BICC method, and the organization, implementation, and the follow-up services of the program involve BI management concept and application.
