Huaneng Changchun thermal power plant is the first of2X350MW thermal powerplants burning lignite in supercriticality thermal power unit, synchronized withdesulphurization and denitrification equipment, the project started on June29,2008, unit1,on December20,2009and unit2, on April17,2010passed168-hour test and transferredproduction, unit1created the shortest recorded at severe cold area of Northeast from thecapital construction to commissioning by168hours.Power plant infrastructure has the characters of strong professional, less staff, tightduration, more investments, more participation units, complex interfaces to manage and so on.To complete this work, power plant managers must analysis, processing, statistics, andevaluation a large number of engineering dates producing in the process of construction withScientifically, rapidly and Accurately, to understand project progress, to control project’sinvestment, and to support management decision.At the beginning of the infrastructure preparatory phase, we decided to buildinfrastructure information management system in our power plant, to achieve integrationmanagement with budget and contracts, construction progress and quality, financialmanagement, staff management and payroll management through unified informationmanagement platform.It is the key to this issue how to design the system for this project, and how to implement,is also issue to resolve. As a technology project leader, first of all, I did a lot of researcharound this issue, combined with the power plant practical, innovated and developedinfrastructure MIS, successfully completed of this task.Project innovations include: development management module of progress of theproject to implement the P3project progress management functionality, developmentconstruction quality management module to implement P9among traditional infrastructureMIS, Eliminating to purchase two project management software P3and P9, saving significantcost; A large number of the latest software engineering technologies have been used, such asprogram techniques of the object, layer encapsulation and inheritance of the class, databasetechnologies, COM component technologies, dynamic process and dynamic decision makinganalysis and so on. Enabling multiple system applications, unified development interface,saving code to write a lot of work, reaches the goal for users to use standardly and easily.Project’s economic benefits include: Saving infrastructure cost, developing rapidly andusing quickly; using unified platform make the context clear, easy to operate; advancedconsidering infrastructure and management platform of unity. This project won the management innovation prize by the China Electricity Council; Project has gotten excellentachievements through using the foundation’s MIS in severe cold area of Northeast; it hassaved manpower costs, streamlined its management processes of power plants, andsignificantly increased productivity, enhanced the management level.At present, there is still some room for improvement of the system, such that projectshould involve typical table for supervision, and use process control to implement electronicsignatures. After the project is completed, we can directly print the table to archive, so as torealize the whole process information management of the foundation’s projects, etc.
