With the development of computer technology, the informatization of government and enterprise management is becoming increasingly popular and a variety of application systems were established according to different needs at different times. However, these systems are often unlinked, lack of data sharing, which easily lead to the problems of redundant construction, the waste of resources and the formation of isolated islands of information. The generation of data exchange platform are designed to break the data island, to solve the data transfer between unlinked heterogeneous systems, to achieve quick and easy sharing and exchange between the business systems and reasonable utilization of information resources.Along with the coming of the mature stage of XML technology and the rise of SOA technology, the data exchange platform meets a broader space for development. XML separates the content and performance, making self-describing, extensible ability and cross-platform shared faster and more efficient. SOA has mang featues as modularity service, service encapsulation, loose coupling, and others, which quickly become a favorite software architecture. On the basis of this, the article discussed the design and implementation of data exchange platform based on SOA technology and XML technology, and made some research on how to improve the performance of data exchange.This article first briefly introduced some basic theoretical knowledge about data exchange:XML, SOA, web service and other related technologies.Next, set the data sharing service platform of Guangdong Province Science and Technology Agency as an example, designed the overall structure of the data exchange platform, analyzed the main functional model, which included transparent access to data exchange, data access control of heterogeneous systems, data transfer mechanism and so on.Then, analyzed the realization of some key technologies of the Science and Technology Agency data sharing service platform, including the release of the web service (dynamic and static publishing methods), the permissions of the web service authentication, the realization message queue, cache management, and system log management. And they were described in detail from design to realize.Finally,from the aspects of the Binary XML and data fragmentation, the article discussed the performance improvement of data exchange of large amount of data in the data exchange platform. And it made a detailed description of the emergence and development of Binary XML, took XDBX as an example to a comprehensively interprete the Binary XML which could effectively reduce the information redundancy of XML, significantly improve the efficiency of XML data transfer and speed up the parsing and processing XML data; what’s more, how to use data partitioning to improve the efficiency of the large amount of data transmission was discussed. When there were a large number of data, the parallel transmission of fragmentation in adaptive transmission method could effectively improve the efficiency of data exchange.
