With the electric power industry reform of “separation of power plant fromelectric network,connection to the national network by price competition” in ourcountry, power generation enterprises are gradually moving to the market-orientedtransformation. When the competing among power plants increasingly fierce, Ccogeneration power plant will extend a new plant in Changchun Kuancheng Area.According to “SG186” documents of State Grid requirements for power enterprisesinformational constructions, C cogeneration power plant introduced severalmanagement software, including MIS system, to informatization upgrading. Thisthesis mainly took MIS as an examples to discussed the implementation and strategydesign of the project.It owns important significance to elaborate MIS system. The managementinformation system introduced by C cogeneration power plant will focus onmanagement and benefit. It will ensure actively the real time control of operation formanagers, optimize resource configuration and efficiency, raise the economic benefitsof the enterprise, achieve its management objective.Facing the intense competition of electric power market, C cogeneration powerplant must to introduce the advanced management idea and model into MIS,whichcan solve these problems that old management pattern of the plant, the dullinformation organization, and the isolated information system restricted enterpriseinformatization. As a result, the plant need to reinforce standardization management,combine the information source, automat business and apply the standards.In the early stages of system developing,the thesis will define project goal andanalysis project requirements for the software. After that the scope of project will been confirmed,and we can show the services and management which MIS offered.The thesis from technical, maneuverability, safety, reliability, integratability,openness and extensibility points, analyses system performance.Comparing twoschemes we choose Yuanguang company as outsourcing partner.After MIS is divided into five subsystem, the article takes the defectmanagement module as example,to expound function design of the software; toshow a safe efficient three-layer-type network design which has advanced hardwareby picture and form. Software design thought according to the performance beforementioned, give five corresponding strategies. Meanwhile, we depending on therequirement for each module business and progress, use iterative life cycle to createWBS for project, and sort work package. On the basis of the two works, the criticalpaths were analyzed by using software.MIS project will put into operation when the capital construction of the plant isover. To safeguard the implementation of the project, the thesis according toadvanced project management experience, put forward to three solutions. The first,while organization managing, it should define key roles, create ResponsibilityAssignment Matrix, improve information department’s construction to adjust newmanagement procedure.The second is to order requirement, do impact analysis torequirement change; the last, three aspects, utilizing milestones division, weeklyreport system, raising efficiency, strictly control project progress.
