The traditional aerial surveillance and management system mainly depends on radar technology. However, the deployment of radar depends on the ground conditions, and the coverage of radar is influenced by the topography. For that reason, there are a number of aviation management issues. Especially the surveillance and management for aircraftsin low-altitude airspace is lagging behind.To effectively address these problems, ATN proposed ADS-B technology to achieve aerial surveillance and management.The ADS-B technology, based on data link and GPS technology, broadcasts messages by using a large coverage data link. ADS-B achieves accurate surveillance of aircrafts’flight states by the GPS location information. ADS-B technology can solve the automatic regulatory issues for the aviation sector effectively.1090ES data link is one of the important data links at carrying ADS-B messages, and plays an important role of aviation regulation. Doing research and simulation on 1090ES data link will accelerate its application and play an important role for the development of aviatin communication.By detailed analysis on the principle of 1090ES data link, the paper proposes a simulation model of 1090ES data link, designs and implements the 1090ES data link simulation system. It plays an important role in the research of 1090ES data link and ADS-B. Also it lays a first stone at the research, analysis and design on systems in the field of aviation automatic regulation.Firstly, according to the feature about aviation data link and the requirement of aviation regulation technology, the paper analyzes the requirement of 1090ES data link, and chooses NS2 as the simulation tool. Based on the analysis of 1090ES data link, according to the data link structure and the feature of NS2 simulation tool, the paper designs the model of 1090ES data link simulation system. Then the paper makes a detailed design and implementation on the model by using NS2. Finally, according to the simulation goals of 1090ES data link, the paper puts forward such simulation indicators as network size, system packet delivery rate, system packet loss rate, MAC layer end to end delay and channel utilization and so on. The paper also designs 1090ES data link simulation plan, does simulation on 1090ES data link, assesses the overall performance of 1090ES data link system and gives out the analysis conclusion on 1090ES data link.
