It usually requires several departments to cooperate together, when a time limited project launched in telecom enterprise. A standard telecom value-added service development project has many steps from beginning to the end, such as requirement collection, scope management, system development, on-line testing and so on. During the life cycle of such a project, we have lots of project management works to do. Those works, we spent enormous human and material resources on, are often trivial, complex and changeful. We usually can’t get the good results as we hope.The China Unicom mobile phone music management platform project isthe research object. Asthe project management team, we used many project management methods in this project and got lots of experiences, especially in requirement management. These methods will make the enterprise interior project work more smoothly, more efficient. Based on these methods, telecom enterprises can let their similar projects become better than before in the future.The highlight of this paper is theintroduction of the strategic decision analysis methods on the priority taxis of enterprise businesses to software project requirements management, and conduct the project team dealing with the software project requirements management from a strategic point of view. This really cut down the negative impact of the project to a minimum which had/would been caused by the inadequate software project requirements management during project practices. These methods can let the gaps between the parties become narrow, make all parties come to an agreement quickly and determine the baseline, so that the projects can go smoothly.
