With the rise and development of Web2.0, user’s identity has gradually been changing, not only consumers, but also producers of Internet contents. At the same time, the traditional concept of communications is changing to emphasis on service model’s innovation and to improve user’s experience. So users can easily access a variety of resources that they need, and create personalized applications. Referring to Web2.0, the industry of telecommunications has claimed the concept of telecom2.0. With the maturity of 3G technology and the trend of broadband mobile network, integration of mobile communications and the Internet is increasingly obvious. What’s more, the integration of services and applications has become increasingly significant. These services and applications’development trends not only include applications’transplant from the Internet to mobile terminals, but also include telecommunications services’conversion from mobile terminals to the Internet.The "closed garden" business model has been used by domestic telecommunications operators and the model has already brought huge challenges to services deployment and operations which are low-cost, high-efficiency. So it’s necessary to consider how to enhance the user experience referring to Internet service models and how to follow the trend of mobile Internet by deploying standardized open service model. The crux of "open garden" is to break the boundaries of existing telecom service model and the Internet and to provide common, basic facilities for all business which absolutely include telecom services integrated to the Internet. So it’s necessary for operators to open their telecom APIs which will guarantee the model innovation of telecommunications business on the Internet.With the important background that operators are gradually opening their telecom APIs, based on the Mashup business-constructed models, this paper proposes a telecommunications network capability services model. The model will package telecom capabilities in the form of web elements using Mashup technology and provide telecommunications services to users, which can further enhance the abstraction level of telecommunications network capability services. This model breaks the tradition that telecommunications services stick to be set on mobile telephone and it’s a new telecom service model under the background of Web2.0. At the same time, this paper designs and implements an open applications platform which integrates telecommunications capability elements and some special Internet Web elements including Calendar element, Search element, Translate element, Map element. The new service model and all elements have proved their feasibility in the project of "Open Mobile Internet Platform-Research and development of algorithms and functions about applications’running and development engine".
