As an ancient civilization, China deeply knows that education is the fundamental power while the teacher is the backbone. Therefore, our government has attached great importance to teacher training and re-education. However, the traditional training model is organized and managed by people and is usually arranged during holidays, which is not only inefficient, but also error-prone.With the development of information technology, governments are actively making use of modern computers and network technology to provide convenient, supreme and transparent services for the community. The governments at all levels of our country attach great importance to e-government. Therefore, in cooperation with the Yunnan Department of Education, the paper builds a Yunnan SOA-based education training system.In this paper, the related technologies and design process in the construction of the system are discussed and described, and we focus on the following work:1) Firstly, the paper introduces the related background of SOA based Yunnan education training system and researches and discusses the key technologies:the database, SOA and J2EE.2) Secondly, according to the requirements analysis of the needs and existing system of Yunnan Department of Education, determine the functional requirements and performance requirements.3) Again, the overall design of the system is described and the functional module and the database design involved in the module are given detailed analysis and descriptions.4) Finally, we give a detailed description of the system implementation, the key algorithms and the key codes are discussed, and then we give a conclusion.By running the system on the platform of Yunnan Department of Education, we found that this design was feasible. Development and use of this system has important implications:First, the system uses SOA technology to develop, which can do better inter-module with high cohesion and low coupling. More importantly, either the existing system or new systems developed in the future can be added in the system through the interfaces in the way of service, but does not affect the other functions. Second, the development and implementation of this system will not only improve the efficiency of the department, save a lot of property, but also improve the learning efficiency of teachers. Teachers can learn at home and have time to get online discussions. Learning resources are more abundant and learning approaches are more flexible. Finally, the successful deployment of this system can be more beneficial to explore the new remote education models with characteristics of Yunnan, improve education in the new curriculum reform, and promote the development of e-government in Yunnan province.
