Currently, a lot of cadre education and training system is established on a computerized information management to achieve the automation of business processes. Also the cadre education and training system requirements will be higher. After analyzing the existing cadre education and training system development status as well as its shortcomings, this article uses SOA architecture to improve the original cadre education and training system. This proposed system establishes an information integration platform based on SOA architecture and can synchronize the existing cadre education and training system data and use the resources of the existing types of cadre education and training system.The article summarizes the existing situation of cadre education and training system, and also the corresponding problems. Then, the core technology used in the development of cadre education and training system are outlined. The definition of SOA and its implementation of cadre education and training system are introduced. The core technologies include XML technologies and Web Services technology. The requirement specification of cadre education and training system is conducted, including the function module division and business process analysis. Then a detailed description of the design and implementation of cadre education and training system is presented in this article, including the system architecture design, database design, and code description. Finally, the system developed in this paper is summarized, as well as its future trend.
