Walking into the 21st century, technology goes far away, in which the information science and the Mobile Web technology play very important roles. And their applications running in many industry fields, has brought a change of the prelude to many trails. On the other hand, with a decade development, the Logistics Information Systems also have had a completed technical approach and implementation steps. There are a number of professional, intelligent Logistics Information Systems, playing in the academic and production fields. Although Internet applications on the Logistics Information Systems are frequently mentioned in the academies, but in the industries they have not yet been fully appreciated, while to directly go to a Mobile Logistic Information System is more likely to become the main stream in the near future.This article concludes the status of Mobile Web technology and Logistics Information Systems from five parts. The first part reviews the development process of Logistics Information Systems, the second part talks about the Logistics Information Systems’ evolution in the traditional Internet age, the third part is about the decade development of the Mobile Web, the fourth part is a summary of gains and lessons of Mobile Web applications in industries, the last part describes the achievements in the process of integrate between the Mobile Web and the Logistics Information Systems. Based on these documents, the author understands various improvements, optimizations and reconstructions by predecessors, reviews the Logistics Information Systems’development process, and on these basis, do design practice and related research, in order to provide new ideas to establish a Mobile Logistic Information System.Meanwhile, the author combines the theoretical knowledge in the field of logistics information with the practice experience in the field of Mobile Web, put forward own ideas on previous programs, and begin to design a new idea based Logistics Information System. This new system contains a central server, some mobile clients and telecommunication network infrastructure, to implement operations of uplink and downlink info, and each operation is divided into three links-generate, transmit and receive. The author first defines the interfaces used by operations of uplink and downlink info, including Logistics Markup Language and Short Message Service encoding, and then six links were raised for attention, also designs expansion of additional links. The final Logistics Information System framework includes three core sub-systems of information transmit, task management, terminal interactive, with six expansion sub-systems of map service, distribution warehouse, instant messaging, credit control, online payment and web insurance. At last, the economic and social benefits of the system are analyzed, including performance improvements, function increases, and cost reduces, to maximize the feasibility and effectiveness of the Logistic Information System, to predict the future direction and summary is predicted, and to provide industry the basis and recommendations for applications of Mobile Logistic Information System.
