With the wide spread of information technology, the network applications are becoming more and more diverse, and the scale of the network is increasingly enlarged, which adds its complexity. In order to ensure that the network operates healthily and stably so as to provision services of high quality, the support provided by a strong network management system is required. In accordance with the TMN (Telecommunication Management Network) reference model proposed by ITU-T, an element management system is only responsible for management of a particular type of network elements, usually developed by manufacturers and bundled together with equipments to market. And a network management system developed by carrier needs to integrate with various element management systems. A carrier’s investment in system integration increases because of a great diversity of the northbound interfaces as well as the formats and semantics of the data provided by those element management systems.In this thesis, it’s proposed to build an integrated element management system (IEMS) to integrate various devices and element management systems developed within a manufacturer. And this system will act as an adapter when integrating those devices into the network management system. To semantically aggregate the heterogeneous data from different devices and make those data accessed, via a set of uniform interfaces, by the northbound network management system, it’s proposed to construct the data model of IEMS based on ontology, and provide a set of uniform interfaces for data exchange based on resource-oriented architecture.It’s studied how to automatically or semi automatically transform the network management information in an SMI MIB or XML document to a data source ontology and how to align a data source ontology with the IEMS system ontology so as to make data integrated semantically. In addition, it’s studied how to put the resource-oriented architecture idea together with an RDF/OWL based data model to design a set of uniform interfaces to access the network management information in this data model.
