Educational administration plays an important role in universities daily management. With the continuing reform of higher education institutions and growing scale of universities, educational administration became increasingly complex, the traditional manual management could not deal with so heavy workload. Development of efficient educational management information system with friendly user experience was imperative. Meanwhile, with the popularity of the campus network, it provides a good environment for the establishment of Educational Management Information System.This thesis analyzed and referenced to the Educational Management Information System from home and abroad, designed and implemented a Web-based Education Management Information System based on J2EE technology.In this thesis, we analyzed the J2EE technical architecture in detail, and designed the Educational Management Information system using UML pattern. For the system characteristics, the system used the B/S (Brower/Client) service model, the system architecture built using J2EE framework with hierarchical design, it implemented MVC design pattern by Struts, managed the system components by Spring, and used Hibernate to deal with data persistence. The using of J2EE framework provided the capacity of system expansion, maintenance and using cross-platform.In addition, the Educational Management Information System as a multi-user and multi-department integrated system. Based on the study of traditional access control technology, we proposed a role-based access control model to meeting the Educational Management Information System requirements, and then used Spring AOP to improve the access control model. Meanwhile, the paper also proposed an elective algorithm based on voluntary to avoid some obvious defects in existing algorithms, it ensured the fairness of the course selection and rational allocation of teaching resources.
