With the rapid economic development in China, the investment of the large scale infrastructure construction was greatly increased nationally. As the artery of our country, highways are constantly extending. In recent years, the highway construction missions are heavy and complicated, and the informationalized management is extremely hard. As a typical Management Information System (MIS), the application of the highway engineering measurement-based payment and management system has realistic significant on increasing efficiency and level in measurement-based payment work.Based on the designing theory of software engineering, the development background and current domestic and oversea status were roundly investigated, and relative requirements and the feasibility of this project were meticulously analyzed in this article. Moreover, the system structure and detailed design were completed and functions such as lists management, change management, metrological management, pay management and user management were achieved on this basis. The application of this system will further improve the management of highway project construction and service level, and save a lot of human resources, material resources, time and corresponding management investment. In addition, the economic benefits and social benefits will all be greatly improved.The system employs Microsoft Visual Basic 6.0 to develop user interface, utilizes relational database management system, Microsoft SQL Server 2000- to design background database, uses ADO and SOA techniques to connect user interface and background database and implement each module function, and apply Crystal Report to create various reports. The system will primarily manage quantities list and funds use securely and efficiently. Various essential data information will be collected, saved, processed and shared systematically, automatically and informatively through the system.
