Highway is an important national economic development infrastructure. To ensure the integrity and road traffic flow, it is the duty of road maintenance. The Highway Maintenance measurement and payment controls the entire amount of the engineering road maintenance, payment amount, materials, and progress of the whole construction, and supervision of key business has a pivotal role. It directly affects the construction and supervision of the efficiency and progress of the work. Thus, measurement and payment is to highway construction, an important task. Measurement and payment is a very complex process, which involves the construction units and owners of goods and capital flows. Because of this, all departments need to fill out and calculate a large number of reports, these efforts will not only large but also to be done manually, if prone to error.In recent years, China's rapid economic development, infrastructure construction has also been expanding the scale, making highway construction supervision of the status of information technology more and more important, people's understanding and research in this area is gradually improving. The emerging road maintenance measurement and payment systems must be able to meet the owners, supervision and contractors, and many other needs, and should have a simple, stable, safe and reliable, and economical and practical and so on.This paper describes a road maintenance project in the measurement and payment system development process. In this paper, the use of UML for system analysis of the design and planning.UML is used for software-intensive systems products for visualization, detail, construction and documentation, which also can be used for business modeling and other non-software system modeling, it is a blueprint depicting the system standard language, And with the UML models can be described with a variety of programming languages that directly associated with. Highway maintenance engineering measurement and payment system involves a broader, data need to be addressed very complex, and the needs of users of instability, it is very suitable for modeling using UML.This paper briefly describes the C# and .NET Framework and its key technologies of the basic knowledge, then and from requirements, analysis, design, three phases of the highway maintenance engineering measurement and payment system development process was described and discussed in detail the system's design ideas. Finally, through the detailed needs analysis, detailed design, careful coding to build the project engineering to customer satisfaction and, ultimately, highway maintenance measuring the realization of the payment system provides a better solution.
