Recently, with the rapid development of information industry, the third generation mobile communication technology(3G) has gradually spread to all walks of life and people’s lives. But some special industries such as coal, wind power, nuclear power, oil field and so on, due to poor working conditions, remote location, and special communication needs, the public communication network is difficult to meet these special needs of the industry. According to the special needs of these industries, this paper presents a dedicated communication network which can flexibly applied to all kinds of enterprises, the communication system based on3G, it can provide an important guarantee for the safety of production and the development of information.The paper firstly introduces the situation of dedicated communication networks and problems faced by the development of communication network in industrial applications. Secondly, brief introduced the technical characteristics of TD-SCDMA, according to the communication needs of dedicated communication network, described the market application advantage of TD-SCDMA technology in the enterprise network. The paper proposes several enterprise communication network composition solutions based on TD-SCDMA in different enterprises, elaborates the characteristics and performance of the system. Then brief introduced the MAP protocol in TD-SCDMA enterprise network. According to the functional requirements of the enterprise network on the mobility management of the MAP protocol, the paper has firstly studied the achievement of mobility management module of the MAP protocol in the enterprise network. Simultaneously, the mobility management of MAP protocol processing model has been proposed. Moreover, the signaling system development, state machanism design and code processing logic achievement of specific processes like CS domain location update process, PS domain location update process and purge MS process have been designed and optimized. At the end, the article achieves prosperously softwares transplantation, completes the combined debugging of software and hardware, and then analysed the result of the testing.Experimental result has shown that the TD-SCDMA enterprise communication facility can achieve effectively mobility management functions on MAP prototol after integrating the base band unit function, access network function and the core network function, simplifying communication network elements and procotols, which provides the theoretical basis for future maintenance and optimization of the enterprise communication network.
