With the development of the third generation digital mobile communication technology, its application has been used extensively. The communication system based on 3G can provide a compositive service integrating voice, data, and inspection, which has provided effectively real-time voice and data transmission services. More importantly, the system offers a great chance for the current behindhand coal communication network.The paper firstly introduces the situation of private coal communication networks and difficulties of mine enterprises in secure production and emergency communication. Secondly, having compared several present radio communication technologies applied at home and abroad, the paper indicates their shortages, exhaustivly describes technology and application advantages of TD-SCDMA. The paper proposes a new private coal communication network based on TD-SCDMA, elobrates the composition and feature of the system. By comparing the structure of the private with the public network, advantages of the former in special working environments has been shown. According to the communication model of TD-SCDMA, the paper has firstly studied the achievement of GMM (GPRS mobility management) in the private network and analyzed it from the view of application, protocol stack, and interface relationships. Simultaneously, the GMM working model has been proposed. Moreover, the signaling achievement and code achievement of specific processes like attach process, detach process, route area updating and service request process have been designed and optimized. At the end, the article achieves prosperously softwares explanted, completes the combined debugging of software and hardware.Experimental result has shown that the new private TD-SCDMA communication facility can achieve effectively mobility management functions after integrating the access network function and the core network function, simplifying communication facilities and procotols, which provides the theory evidence for future maintaining and enhancing of the private coal communication network.
