With the development of communication technology, various continuously emerging technologies such as GSM, Wi-Fi, TD-SCDMA, have provided the public with diverse means of communication and prevalent access services. To achieve the self-organized and self-adapted ubiquitous services in the real sense, however, the complementary features of different networks have to be put into full use so that the integrations of heterogeneous networks can be fulfilled by means of mobility management mechanism. Among various technologies, the vertical handoff technology is one of the key and hot topics of research in the field of mobility management.The content of this paper belongs to National High Technology Research and Development Plan.This paper deeply studying the model of convergence of the heterogeneous networks, and the protocol of International Organization for Standardization about heterogeneous. This paper studies the key technology of how to integrate the hetegenrous networks, and implement the system of vertical handoff between TD-SCDMA and Wi-Fi, also make a platform to test the system based on linux.The whole thesis divided into five chapters as followsIn Chapter 1, the background of the research task and the present research about this thesis are introduced.In Chapter 2, the protocol of International Organization for Standardization which related to vertical handoff are briefly introduced, with regards to handoff strategies, a multiple standard decision method based on the fuzzy criteria. In Chapter 3, the character of TD-SCDMA and Wi-Fi network are briefly introduced, the system of vertical handoff between TD-SCDMA and Wi-Fi are implemented which under the guidelines of IEEE802.21 and MIPv6.In Chapter 4, the test for the system, include funcational test, performance test.In Chapter 5, the problem of this system is introduced, and gives the next step needed to do.
