Prisons are essential components of the nation’s legal system, with indispensableresponsibility of punishing crime, criminalrehabilitation and maintaining socialstability. As an important part of the national e-government program, prisoninformation system construction is a strategic program to enhance the ability of policeand the management quality of prisons. The program also plays an important role inensuring fairness, regularity, courtesy in law-enforcing activities.After years of construction, anintegrated system of prison information was built,and some prisons in developed districts had already built up integrated tech-protection systems, which integrated all functions including alarm, monitoring,recording and video recording. However, these systems could not support the work ofpolicemen conveniently for the reason of lack of inter-system integration. As a result,it is difficult for leaders and the police communicate effectively while in charge.In this5A environment, prison police can do anything on any device via anynetwork at any time anywhere. By providing this platform, polices can get out of dailyroutines and focus on achieving the “prime standard”. As effect of this, the quality ofcriminal rehabilitation would improve, the ability of police could be enforced bytechnology, and the safety of prison and society could be ensured. All of these help usto build a harmonious society.We can provide an integrated platform for prison police by doing research andconstructions of “Justice Police-Tone” system, which integrates all kinds of dailyoperations including law-enforcing management, communication conducting,business processing, documents approving, safety monitoring, duty log, performanceassessing and emergency handling.The research findings of this paper were already employed in building theintegrated system by Yanqing Prison, a branch of Beijing Prison Management Bureau.The system provides cluster communication, PSTN, broadband multi-media, datatransfer and mobile office services to police in the prison.
