Overall software system was to be taken under B/Sarchitecture. Using Server-side as J2EE development platform, Using MySQL as theback-end database, Taking into account the mobility platform, As a mobile terminalusing windows mobile development platform, Database using SQLite as a terminal,For local storage.This paper will also address on wireless communications, GIS technology andinformation resources exchange system. With adoption of these technologies, theultimate goal is to build a new mobile law enforcement system of businessinformation. With this new system, law enforcement agencies can achieve better resultin business approval, licensing, fees, monitoring and so on, so that there will beobvious improvements in overall business environment and much more efficiency inadministrative management process in Beijing.
