Innovation is an inexhaustible motive force for social development, and it has great significance for constructing innovative country. As the main place of training innovative talents, colleges and universities comprehensively explores how to train innovative talents, and achieve certain results and experience. Based on the description of related research on training the innovative talents at home and abroad, the paper draws on the American sociologist Parsons’ theory of structuralism, through analyzing the current situation of training innovative talents in colleges and universities with four functions of "AGIL model", and tries to find out the problems for training innovative talents, and then proposes the countermeasures to promote the cultivation of innovative talents in China universities and colleges.The paper is divided into the introduction and five chapters. The introduction part mainly introduces the proposed question, the research significance, research ideas and methods, and research difficulty and innovation points. In the first chapter, the related concepts mainly introduce the innovation, talents, and innovative talents at home and abroad, and comb the concepts. The second chapter, domestic and foreign research on training the innovative talents is introduced, in which the foreign research on training innovative talents mainly introduces the theory and practice of training innovative talents in the United Kingdom, German, the United States, and Japan. Domestic research on training innovative talents mainly introduces the domestic scholar’s understanding on innovative talent training, and the beneficial practice of training innovative talents in several domestic colleges and universities. The third chapter, the issues of training innovative talents in colleges and universities based on "AGIL model". This chapter firstly introduces "AGIL Model" by two aspects of the proposed "AGIL Model" and its function. Secondly, judging by "AGIL Model", the paper puts forward the problems of training innovative talents in the function of adaptation, goal Attainment, integration, and latency pattern maintenance. The fourth chapter is the strategy of training the innovative talents based on "AGIL Model" Aimed at the above problems, the chapter puts forward suggestions:improve the adaptation function, maintain the goal attainment function, enhance the ability of integration and enhance the maintenance function of latency pattern. Final chapter is conclusion, which summarizes and pointed out the lack of research.
