To establish and perfect the evaluation system of innovative talents in universities and colleges is an important link in the training innovative talents in universities and colleges and means.Principle and architecture of the innovative talents evaluation system of colleges and universities needs to be reform.The target,content,method and evaluation function of the innovative talents evaluation in domestic colleges and universities have a certain gap with the United States,Britain,Japan and other western developed countries.Through the investigation of the current situation of innovative talents evaluation system in colleges and universities in China,the evaluation system of innovative talents in colleges and universities is not clear,the evaluation effect of innovative talents is hindered:mistakenly "comprehensive development" as "the development of the whole family",mistakenly "score" as "ability",mistakenly "knowledge center" as a "student-centered".Evaluation content is single,not enough to cover the full evaluation of a new talent content,"positive list" type of evaluation can not be fully covered by the content,it should introduce the "negative list" type of evaluation.It should change a single,rigid evaluation method,in accordance with the evaluation objectives and requirements to achieve the evaluation function.To change the results of the evaluation for process evaluation,enrich the evaluation of innovative talents,so that the evaluation objectives in line with the theory of Marxism about person's full scale development,in line with the scientific concept of talent,is conducive to promoting innovative talents.The innovative talent of the "positive list" index system of evaluation content,"negative list" index system of evaluation content,and the "transition" evaluation content integrated to form a flexible and open,"in student-oriented",a wide range of evaluation methods,through the " ideal " dynamic evaluation of innovative talents.
