The United States is one of the most developed countries in education in theworld. Equality is valued in American educational concept because they believe thatequal education is an important guarantee that can ensure everyone to obtain equalopportunity in economic and social life. However, as a typical country of immigrants,American encountered many problems in education and the minorities in highereducation became a serious one. By the same token, China is also a multi-ethniccountry with56minorities, and it has been searching for ways to improve theminorities in higher education. Therefore the problems in minorities’ higher educationget both America and China in trouble. They should learn from each other to find asolution to the problem as soon as possible and to make progress together. Americaimplemented a lot of higher education policy for minorities during the past yearswhich is worth our learning. I make a study on higher education for minorities in theUnited States in this paper to learn some successful experience from America andhope it can make contribution to our reformation of higher education and theestablishment of social harmony.At the beginning of this paper, I will introduce the formation of minorities inAmerica and the development of their higher education. Then I will sum up theachievements and problems in the ethnic higher education of the United States. In thenext parts I will elaborate the roles played by the federal government, states,universities and colleges in higher education of America and make a study on themeasures they took in order to solve the problems minorities have suffered in highereducation. At the end of this paper, I will give an outline of existing higher educationpolicy for minorities in China and make several suggestions according to the meritand imperfection from the United States.
