The Research On The Enrollment Policy Of Higher Education For Minorities In China

Admission policy is the main way of selecting talented students in university enrollment; the Enrollment policy is playing a very important role in Chinese education policy, which is the compensation policy for minority students to increase the chance of studying in higher stage.In the article, the author discusses the main topic from four parts. First, the author presents the process of the policy. After that, the author analyzes the contents, values and factors of the policy, to explain the expediency of the policy. In view of the policy itself, the author reflects on various factors which affect the execution of the policy, on the basis of the four main parts of the policy——the government, universities and the community to find out the main problems. Finally, the author proposes some suggestions for consummating the policy.The part of actual analysis is the emphasis of the article. When analyzing the foundation of formulating the policy, the author also analyzes the policy's rationality based on the factors which acts the formulating and execution of the policy. In the analysis of the content, the article analyzes separately the purpose, classification, objectives, implementation methods and status of the policy, pointing out that the policy has definite objectives, special admission object, unique execution modes and important position. The value of the policy is the theory of educational equity.On the basis of finding out the problems of the policy, the author analyzes the main bodies——government, colleges, minority students and community, and then generalize the main problems existing in the policy at present. Finally, according to these problems, the government should comprehend the policy correctly, draft and consummate the support mechanisms related to the policy. Colleges should reinforce executive and management of the policy, carry out the policy strictly in examination, admission and management, and take measures to the minority group with compensatory education and counseling. At the same time, the community should propagate the policy actively and play the significant role in supervision.
