The modern society is a society of efficiency. All the managements focus on how to improve their efficiency, and the university management of scholarship is no exception, about which there are lots of exploratory researches, yet some problems in practice as well. This article is to combine the job performance evaluation with the university management of scholarship to explore solutions to setting up an evaluation system of scholarship in universities by using the latest research findings of HRM(human resource management).This article discusses about how to improve the management system of university scholarship and the evaluation system so as to make the former more scientific and standard. In this article, college students are taken as a group of special occupation and the method of AHP (analytic hierarchy process) is used as well as Multiple appraisal method and KPI (key performance indicators evaluation). It focuses on the exploration of the management system of university scholarship and takes a systematic study on its construction and implementation.This article first makes clear about the current situation of the evaluation of scholarship, analyzing the effects of key indicators such as "moral, intellectual, physical, aesthetics and labor " in the job performance evaluation of college students, then assesses these indicators by means of KPI, and sets up a criterion based on the assessment.Through analysis of the job performance evaluation theory, this article represents the question of construction and implementation of university scholarship evaluation system which is based on job performance evaluation, mainly analyzes the selection of the evaluation indicators and objects, and the innovation of the evaluation methods, discovers more necessity of organization, system and financial security in university scholarship evaluation system,which is a premise of the improvement for university management and the distribution of scholarship.
