During the new period of socialist development, national investment on education is embodied in the future of a country measure, is the key of the socialist modernizations. The point of national development is a talent, the progress of the society is the core of education. Modern university education still has many problems, and the teachers are generally strong reaction. Therefore, to establish and perfect the performance evaluation system for teachers is very important. Stage of teaching evaluation system has many problems, such as efficient teacher evaluation system is not scientific, assessment of the concept is not clear, evaluation system is not reasonable, personnel assessment is not professional, the evaluation results are not clear. The unit is a private university, in the school to meet the rapid expansion of the scale and the demand for teachers to improve at the same time, how to pass effective evaluation system for teachers to arouse the high teacher’s work enthusiasm has a great role.At present the university teacher performance evaluation process above phenomenon is relatively common, simple to quantify the adoration for the typical characteristics of quantization evaluation mechanism at present caused problems, must cause our attention and Reflection:whether it will lead to lots of invalid labor and labor repeated, a large number of meaningless and low quality academic defective lead study on the effect of academic bubble, real has theoretical and practical significance for the scientific research organization and development.In addition, according to the special position of effective teachers, analyzes the domestic and foreign relevant research as well as the corresponding to the school teacher characteristics, to establish Anhui Xinhua University teacher evaluation system, to effective incentive and efficient teachers’ enthusiasm, promote efficient teachers’ inner potential, enhance performance, promote the University’s own development. Science of College Teachers’performance appraisal mobilizes the enthusiasm of teachers, improves the quality of personnel training is of great significance. The author expounds the present situation of College Teachers’ performance appraisal, analysis of the current university teachers’ performance assessment in the existing problems and their causes, and puts forward the effective countermeasures and suggestions:establish development of evaluation concept, make scientific appraisal process, construct a scientific evaluation index system, evaluation methods and further specification. College Teachers’ annual performance assessment in university personnel management is the basis of the results of performance evaluation in Colleges and universities, is the important reference of personnel decision making. Establishing a scientific and reasonable college teachers performance assessment and evaluation index system, objective, accurate, comprehensive ground on teacher performance evaluation, the incentive and promotion of teachers’ work performance, promote the whole to improve the quality of teaching is of great significance.
