| With the development of our higher education,great changes have taken place in both inside and outside environment of unversities,and the competitions between unversities have grown,especially research unversities.Faced with challenges,many unversitis formulated the development strategy,but the lack of performance evaluation system.Therefore,how to develop the research performance evaluation index system of research unversities becomes the core of my paper.As early as the balanced scorecard theory by Robert S.Kaplan and David P.Noton is put forward,and it began to apply in the enterprise’s performance evaluation.Since 1992,the balanced scorecard has become an acceptable performance evaluation tool,and in this process,people also began to research the application of the balanced scorecard in the nonprofit organization.Universities are as a non-profit organnization,many scholars have proved the applicability of the balanced scorecard,and the California State University in 1993 started to try to use the balanced scorecard as a performance evaluation tool, and made great achievements.In our country,the performance evaluation of colleges and universities is still in its infancy,many scholars begin to use the balanced scorecard theory, to research the performance evaluation of universities in our country.The state and function of our unversities are not identical,and research unversities have a good of the teachers and students,so the article tries to combine features of research unversities,and uses the balanced scorecard tool,to build a system of performance evaluation,so as to improve the level of the performance evaluation of universities.Based on performance evaluation,the balanced scorecard is divided into three levels.The three levels are the strategic level,key success factors and key performanc evaluation index, and according to the basic theory of the balanced scorecard framework, the strategic level is divided into the four dimensions of students and stakeholders,internal process,learning and development,finance, to build a set of three layers of four-dimensional reasearch-oriented university the balanced scorecard system framework.On this basis, the article establish key success factors in four dimensions,and then design the evaluation index system of balanced scorecard research unversities.Then the paper designs the standardization and index weight,to provide a scientific and reasonable performance evalution system.The balanced scorecard as a organization performance tool has been used by many unversities,but the reasearch of our unversities is in its infancy.Based on the development status of our country, the paper will establish the balanced scorecard performance evalution system of reasearch unversities,and hope to have a certain theoretical signficance. |
