The21th century is the knowledge-economy times, talents have been the critical factors of development of economy and society. How to find, access, evaluate, rational use the talents, are the essence of human resource development and management. The universities are the high-level and important base that trained talents in China. Teaching is the primary job in the universities. The quality of teaching is the foundation of school establishment, life line of existence and development. To promote the teaching quality must evaluate teachers’ teaching job. If the teaching foundation cannot be satisfied, it will influence the increasing of teaching quality, and then affect the learning quality and the fame of school. So the teaching performance evaluation in the status of university teachers’ performance evaluation cannot be changed. It was an important evaluation content. And because of the teaching performance was affected by subjective and objective factors, it was relatively abstract and difficult to test. For the above reasons, this article will use the university teachers’teaching performance appraisal as the main research content, and do lots of profound analysis and discussion. It had important theoretical value and practical significance to show the clear indication, and afford proof for the universities to deploy the teaching appraisal scientifically, reasonably, effectively.This article will expand more in-depth study for teaching performance appraisal through the methods of normative and empirical analysis, historical and comparative analysis, and also comprehensive summary analysis. One the one part, it made the relative theory conclusions of disciplines and the evaluations of teaching performance for striving for the foundational study of university teachers’ performance evaluation, meanwhile, to make the external theories localization, set up the new theories to fit for the situations of our country. One the other hand, try to construct a new relatively complete, scientific and rational pattern of university teachers’teaching performance appraisal supplied the proof and evidence for the teachers of our universities when evaluated them teaching performance evaluations. It was focus on answering what the purpose of the teaching performance appraisal of universities were, who should evaluate these, why they in charge of evaluation, the reliability of their evaluation results, the effect of evaluating and other problems.This research depended on abundant of collection, reading internal and external relative books, followed the purpose of evaluation (why did evaluate), the protagonist of evaluation (who should be in charge of evaluating), the analysis methods of evaluation (how to evaluate), the evaluation results (whether the result was reliable), to abstract and summarize the currently existing evaluation research. Through the arrangement and evaluation for the references, the conclusion was the topic of university teachers’teaching evaluation needed to further expand research at four aspects. That was:1, further ascertain the purpose of evaluation:2, further rationalize the model of evaluation;3, the evaluation results needed to be further established;4, the effect of evaluation needed to be evaluated. For the above four weak and blank points of university teacher’s teaching performance evaluation, expand the research for the main parts of the article. First, it was for the purpose of teaching evaluation. It was based on theory research, meanwhile learning from foreign advanced concepts, present the purpose of the evaluation of university teachers teaching in line with our national characters. And from the perspective of the career development period, clear the problems of two kinds of the evaluation purpose which was more important. Second, for the model of teaching evaluation, mainly focus on three problems.(1) Who will be in charge of evaluating the teaching performance of university teachers, scilicet who the protagonist of evaluation was.(2) Each evaluation protagonist should evaluate which kind of aspects for teachers’ teaching were, scilicet what the content of evaluation was.(3) Each protagonist should keep the rational balance at the evaluation. These three problems had progressive relation. Used the protagonist of university teacher’s teaching evaluation as the main analysis content of evaluation, and depended on the evaluation model of reward and punishment evaluation purposes, included the content of evaluation gist of quantitative analysis, and then according to the evaluation content to distinguish how many proportion these took in the evaluation results. The third, it was for the teaching performance consequent. It was mainly about discussing the reliability of the results of students’ assessment, to expand empirical investigation. For the different area of our country, to inquiry the samples about1200students of different10universities, through the discussion of the influence factors about students’ assessment, to analyze whether the students’assessment influenced by the unrelated stuff about teaching quality, thereby furniture judging if it was reliable. The fourth, it was for the teaching-evaluation effect. Through integrated the proof, by the questionnaires about almost600teachers of84universities of25provinces, from the two purpose of utilizing status about award-discipline and expansibility evaluations, to analyze the apparently effect of expanding teaching evaluation of our country.This research took many breakthroughs as following:The1st put forward the teaching evaluation purpose of university teachers were fit for our nation situation. Try to utilize the related theories of economics, labor economics, organization behavioristics and management science as the support, systematically analyzed the applicability of the development-evaluation purpose and the purposes of award-discipline evaluation in our country, and improved the theoretical foundation of the teaching evaluation purposes to some extent. In another way, it did groundbreaking wide range of investigation for the purpose of teaching evaluation of university teachers:from the development period of career, got the teachers were no matter what in which kind of development stage, the conclusions of the purpose of the evaluation of university teaching should be based on the development of evaluation purposes, reward-punishment evaluation purposes supplemented. The2nd was to set up the new model of teaching evaluation of our university teachers. By360degree performance-appraisal methods as a chance, not only enhance the analysis for any kinds of the evaluation protagonist of theoretical and practical significance, but also put forward it should use evaluation purpose as divided proof to choose the new conceptions of evaluation protagonist. And depended on the purpose of award-punishment evaluation, set up two quantitative evaluation protagonists that were students and experts was a new model of the common evaluation of teaching performance. In addition, it firstly proposed new concepts that treat students and experts as a whole to evaluate the complete process of teachers’ teaching. And through analyzing the evaluation content of two protagonists, to ascertain the rational balance that two protagonists should occupy in the teaching evaluation. The3rd, from the new perspective proved the reliability of students’ assessments. From the points of influenced factors, checked whether the students’ assessments were influenced if the unrelated stuff of teaching quality, how much the extent of impact was, and creatively calculated that the reliability of students’ assessments, judged the reliability of students’ assessments by quantitative point of view. The4th, firstly evaluated the teaching-evaluation effects of university teachers. At present, there is nobody to do the related investigations and analyses about the effects of teaching evaluation, this research did the big extent of questionnaires and In-depth interviews, got the actual situations of the teaching-evaluation implementation about our university teachers, and provided a favorable evidence for universities to effectively play the role of the teaching evaluation at further.
