To satisfy the requirements of the information age and the network society, networkinformation literacy of college students enriches the content of the overall quality of thenew century talent and the comprehensive competitiveness, and makes a furtherimprovement for college educational target. Along with the network popularization andthe advancement of technology, the connotation of college students’ network informationliteracy is richer and richer. Abnormality of network information behavior in realityhighlights serious deficiencies and hazards of network information literacy, so theresearch into cultivation and promotion strategy of College students’ network informationliteracy is accordant with the demand of theory and practice. Fully studiedOn the basis of the study of the existing achievements, the paper combined with theresearch on education practice, expanded innovation of information literacy research andmade parts of the content of network media literacy research as references. First of all, bydefinition, generation, components, features, double effect, it has clearly expound theconcept of network information; secondly, with levels of science and technology andhumanistic ethics, it redefines college students’ network information literacy, from theaspects of information knowledge, information ability and information concept,information consciousness, information thinking, information morality.Through the research on network information behavior, we find such phenomena:information interference on study, new communication relationship barrier, politicalparticipation disorder, online-game addiction, absence of consumers’ subjectivity, andnetwork violence guided by aggressiveness and so on. By analyzing the correspondingabsence and damage of network information literacy, it can be reasonably attributed tofour areas of elements: multi-cultural shock, college cultivation absence, students’ largegaps themselves, and social information environment disturbance. Consequently the papersuggests maintaining the guiding position of Marxism in the Network Ideology,strengthening the construction of universities as the main positions, improving collegestudents’ subjectivity construction, and creating good social environment for the effective coping strategies. Through unifying leading thought, emphasizing the interactiveeffectiveness between universities and students, forming the integrated blend ofinformation technology education and humanity quality education by constructing campusnetwork culture, strengthening the college students’ self cultivation in politics, psychology,law, morality and information application ability, in combination with the harmoniousexternal information environment based on the cooperation of media, government, familyand the coordinating role of internal and external causes, we can promote the developmentof educational practice.
