The quality evaluation system of a kindergarten is the standard by which an organization evaluates itself, accepts the supervision of education authorities and correspondingly carries out improvements. This is also the focus of recent reforms and developments in early years education across a number of countries. With the advancement of society and economic development and the influence of contemporary perspectives on child welfare, child welfare and education have become essentially unified. Ever greater importance has been put on high quality child welfare that not only emphasizes caring for and rearing healthy bodies, but also emphasizes the comprehensive development of mental, emotional and intellectual areas.This research is concerning the essential connotation of concepts related to child welfare quality assessment in kindergarten and maintains the guiding principle of merging welfare and education. It elaborates that kindergarten child welfare quality evaluation should rigorously maintain assessment concepts such as contemporary welfare perspectives, the expansibilty of evaluation, emphasizing the diversity and interactivity of evaluation topics, and the evaluation of dynamic variables. By drawing upon the format of the "Preschool Environment Quality Assessment Scales" from the USA and following discussion, negotiation and testing by experts at different levels we designed the "Kindergarten Child Welfare Assessment Scales" and utilized this as a tool to implement the evaluation of kindergarten child care quality. The evaluation included not only included an evaluation of the premises environment, equipment and facilities, but also included the professional qualities of child welfare workers, the quality of interactions with children and the improvement of children over their original level. The scales are built around the six areas of welfare environment, welfare equipment and facilities, welfare workers, welfare management, the implementation of welfare work and child growth and contain17items (involving55indices) using a five level evaluation scale which form an evaluation result with diverse topics of evaluation, many participants in the evaluation process using on site observations, interviews and other methods to collect data.Based upon initial implementation we analyzed and discussed the problems and issues arising from the kindergarten child care quality evaluation process, including:overemphasis on quantitative evaluation while forgetting developmental objectives; the habit of evaluating others and missing the value of self-evaluation; and having diverse evaluation topics but being unable to effectively collect information on different topics.
