In recent years, young students’physical condition does not meet the rapid development of economy and quality of education needs. If all of these problems have not been effectively resolved, will not only affect the healthy development of young people, but also affect the state and the nation’s future. Physical decline in the level of young people has become a threat to their important global health reasons. As China’s "two bases" the task of tackling the gradual completion of the development of basic education in China has entered a more focus on improving the quality of education of the new phase. From the national development strategy point of view, the coming period, the quality of basic education to build national monitoring and evaluation system is to build strong human resources, improve the national competitiveness of the urgent need. Through the quality monitoring to comprehensively and accurately grasp the true physical condition of students to explore the laws of personnel training, to promote the region, the full implementation of quality education in schools, improve the quality of education to provide practical and theoretical basis, a comprehensive grasp and understanding of basic education development and lay a solid foundation.Research Methods:The literature and data and expert interviews to establish the initial stage of basic education students in Beijing form, function and quality of the measurement indicators, the results of data analysis through experimental testing verification feedback indicators meets the "three" requirements of the principle of the indicator additions and deletions. The investigation of stratified random sampling method, to experiment on139fourth grade students (male62, female77); Zhongguancun junior high school sophomore278(male123, female155), a total of417people, as subjects, in their2011test data for the study sample, the establishment of Beijing Haidian District, students in basic education indicators for physical health monitoring system.Results:Evaluation of body shape select height, weight and body fat percentage; cardiopulmonary evaluation selected20m shuttle run and vital capacity; strength and flexibility and grip strength evaluationselected Sit and Reach; plus vision test.Conclusion of the study:(1) In this study, the traditional indicators, based on the physical fitness test, adding bioelectrical impedance body composition evaluation of children and adolescents; using20m shuttle run test of aerobic capacity; choice grip strength, standing long jump Sit and Reach and evaluation of basic education Students muscle strength and endurance, updates the traditional student evaluation index system.(2) the results of the measured data by sex and age, to P3, P10, P25, P50, P75, P90, P97and other percentiles of the statistical modeling; and developed a model based on the Haidian District, Beijing fourth grade, eighth grade student body composition, aerobic endurance, strength and flexibility of the individual scoring criteria related indicators.(3) the establishment of the implementation of operating standards...
