With the deepening of educational reform, we will pay more attention to theteachers’ dominant position in the educational change. Our country has given a greatdeal of attention to teachers’ training in the middle and primary schools and with thedevelopment of education and technology, the strategy of teachers’ training hasimproved. The mode of teachers’ training from centralized to network-based platform,the method, strategy and content all have undergone great changes. NCET hopes toenhance the level of teachers’ professional development by recording the video disc offamous teachers’ education. However, the single form of communication, the passivelearning style and the weak of contextual interaction still perplex teachers’ training.Then is there a better way to host educational video resources, meet the demands andneeds of teachers’"anytime, anywhere, portable" learning to improve the efficiency andquality of teachers’training, really make the training to be effective?Under the rapid development of wireless mobile communicational technology andthe mobile terminal technology and the expanding of lifelong educational needs, mobilelearning comes into being. Its mobility, efficiency, universality, interaction andpersonality make up the deficiency of network-based platform and it has become a newway of teachers’ training. The development of streaming media in the3G era providesthe technical supports for multi-media resources of mobile learning.This research is from the angle of combining the mobile learning and mobilestreaming media technology, reading a large number of related documents both here andabroad and making deeply analysis and research on current situation and needs ofteachers’ training in the middle and primary schools. Under the guidance of theory ofconstructivism, informal learning, micro-learning and project-education, I build the resources model of teachers’ training in the middle and primary schools under theperspective of mobile. Simultaneously, I develop a mobile teachers’ training resourcesplatform and achieve the function of five major modules including “Development ofInstitution”,“Micro-Classroom Record”,“Educational Resources”,“Teaching andResearch Study” and “Institution Interaction” based on the mobile streaming media andmobile application development technology of J2ME. On the basis of the video disc offamous teachers’ education of NCET, I design the multimedia video resources whichmeet the discipline of mobile learning propagation and apply them into resourcesplatform to make the solution for NCET’ problems which is lacking of an effectivecarrier of video resources and provide a new learning strategy for teachers’ training.Finally, I prove the feasibility of mobile training and the reasonable and reliability ofresearch process by the trial and evaluation of the resources platform.
