| Along with the rapid development of economy and society, as a kind of new social organization, urban community is playing more and more important roles in the economic life.At present, our country is in the period of social transformation, the problems of the traditional urban communities management system in the practice are exposured increasingly, the difficulty, breadth, complexity of urban community management is increased further.How to reform the traditional system and establish the new one is necessary to innovate community management systemStudy draws lessons from domestic and international successful experience of community management system,according to problems and current situation existed in the Kundulun district of Baotou at present,based on data collection and field investigation, the thesis puts forward the system of "one committee and two station"(namely community committee,community work station, and community service station),that is to say a core (social autonomy), double power (government promoting and social promoting), three governing subject(government, street office community), function allocation (three element composite system of administration,planning and self-government).The thesis puts forward concrete measures and suggestions from the premise of the community autonomy (stripping administrative function), inevitable requirement of community autonomy (adjustment of street office function), the community autonomy system (community structure, function allocation, financial security), cooperation and communication (coordination mechanism of the government management and the community autonomy), legalization (rigid reform experience).The community management system of "one committee and two station" which achieve optimal allocation of resource plays a vital role in solving the problem of goverment,street and community,and also has important reference value in innovation of community management of Baotou and other areas. |
