A Research For The Issue Of Marginal Urban Community Management System

This article has defined some different kinds of communities on the continuality of "urban-to-rural communities" and has chosen the marginal urban community as the main research point. It has done a comparatively full and in-depth research, in a nation wide, in the current public community management of marginal urban communities, and, has planned to probe one of the typical ways of community governance-the "Town-Governs-Communities", which is being executed in Suzhou Industrial Park (SIP) during the urbanization of rural communities. The main research for the "Town-Governs-Communities" in SIP is launched in a dynamical and systematic routine, it covers these areas: the administrative environment; the basic relationship between the town and the communities, and, between the communities and the residents, under the "Town-Governs-Communities" system; how the system runs, and, the comparison of the special community governance system with the traditional urban community management system and the community management systems in lake-west and lake-east communities in SIP. The whole passage takes the citizen society and the governance theories as analytical tools, and aims to deal with the "government-society (community)" relations, the "government-market" relations and the "society (community)-market" relations properly. It also aims to perfect the "Town-Governs-Communities" system under the governance ideas of "small government, large society", and make it meet the demands of urbanization and eventually transits to be urban community management system. Compared to other theses, the main innovation point of this article is that it has discussed the marginal community management under the background of urbanization with the citizen society and the governance methods. It has probed the "Town-Governs-Communities" system in a dynamic way and tried to find practical ways to perfect the new system.
