As a new way of selecting and appointing leading cadres, CompetitiveSelection has absorbed lots of excellent ingredients of Personnel SelectionSystem at all times and in all lands.It is oriented with democracy,openness,competition and merit,which is conducive to openness and impartiality, wellselected excellent and the strong. According to the fateful decision ofstrengthening and improving Party Building under the new situationpromulgated by the Central Communist Party in the the Fourth Plenum of the17th CPC,improving the way of selecting and appointing leading cadres is animportant part of Party Building in the near future. Therefore, domestic andforeign experts and scholars have generated considerable interests in it.However,most of them limited to the Institutional Study.There have been veryfew studies on the cadres’ competitiveness formation.In Competitive Selection, cadres’ competitiveness formation was formedby a variety of resources for effective integration conversion.It was produced ina certain historical period.Its formation need the stimulus of the environmentvariable and hard work. Based on the review of past literature and researchresults, and combined with Motivation Theory,Human Capital Theory andSocial Capital Theory, we try to establish a model of cadres’ competitivenessformation from the perspective of system dynamics.And to explore the trend ofcadres’ competitiveness formation,and analyze the factors of cadres’competitiveness formation and discusses the relationships between them;deeplypredict the function of the factors. We used system analysis, quantitativeanalysis qualitative analysis and simulation experiments to verify the rationalityof the model. Finally, We give some advice on cadres’ competitivenessenhancement.Main conclusions drawn from this research are:(1)The formation of cadres’ competitiveness is a dynamic process.It waseffected by internal and external factors.(2)The formation of cadres’ competitiveness is the result of external driving force which composed of Motivate Mechanism and internal drivingforce which composed of Human Capital and Social Capital. MotivateMechanism is the goal-oriented of cadres’ competitiveness formation,it couldinspire the formation of Human Capital and Social Capital. Human Capital andSocial Capital is the source of cadres’ competitiveness formation,they areformed of conduction and mutual penetration of Knock-on effect.And formed ofCorrelation effect with the Motivate Mechanism. They promoted the formationof cadres’ competitiveness.(3)It is reasonable and scientific using System Dynamics to research theissue of cadres’ competitiveness formation.
