The Research Into Principal Official Rank System

Principals is the soul of the school, the quality of the principals is directly relatedto the quality of education. Principal official rank system is the description of thepersonnel classified management in public institutions. From1993, two districts ofShanghai took the lead in trying out this system to trial today, is correspondinglyimplemented in many cities, which proves this system has certain feasibility,This paper is mainly on the basis of theoretical study, using literature method,comparative method, analysis and research operating mode and practice exploration ofprincipal official rank, put forward issues in the implementation of the system, andmade targeted recommendations for perfecting the perfect principal official ranksystem.This paper consists of four parts:The first part cleans up the purpose and significance of the research, defines theconcept of principal official rank system、principal specialization and personnelmanagement system. It expounds relevant research of principal official rank system,summarizes the experience of predecessors, makes the foundation for the subsequentpapers.The second part cleans and enriches the theoretical basis of the principal officialrank system basis on original research; and summarizes implementation significance inthree levels, there are principal’s own development, school’s development andteacher’s development.The third part analysises principal rank mode of all areas, and summarizedmplementation effect and problems of principal official rank system.The fourth part puts forward the corresponding solutions according to the problemthat produce in principal official rank mode, and raised to the further thinking ofprincipal official rank system’s future development.
