With the comprehensive launch of the reform of the principal rank system,principals have become an important leader in the development of education in the new era.In recent years,the state has continuously deepened the reform of the education evaluation system,and the principal rank evaluation system has attracted much attention.However,there are still problems such as imperfect evaluation indicators and lack of index weights.The core of constructing an effective evaluation index system is to ensure the rank of principals.The key elements for the effective operation of the system are also an important starting point for leading the professional development of principals.This research takes the evaluation of the rank of principals as the starting point,and mainly discusses three parts: first,the rationale for the construction of the evaluation index system for the rank of primary and secondary school principals;The weight ratio of index items at all levels in rank evaluation.Based on the above problems,this research systematically sorts out the literature and data on the principal rank system and principal rank evaluation.Based on the educational policies related to the professional standards of primary and secondary school principals,the Delphi expert method,the analytic hierarchy process,and the particle swarm algorithm are used to construct the primary and secondary school principal rank evaluation index system.Specifically: First,this study combines the developmental evaluation theory,takes the educational policies such as the professional standards of primary and secondary school principals and the municipal-level primary and secondary school principal rank evaluation index system as the main basis for determining the evaluation index items,and discusses in detail the rank evaluation of primary and secondary school principals.The construction rationale,construction principle and construction basis of indicators.Secondly,describing the essential characteristics of decision-makers’ action preferences according to the classic decision-making model can better meet the characteristics of the principal’s independent professional development needs,and constitute three-dimensional indicators of quality,process,and results,and form a three-dimensional model of the QAO for principal rank evaluation.Evaluation index items for the rank of primary and secondary school principals.Thirdly,the Delphi expert consultation method was used to modify the contents of the indicators in two rounds.According to the first round of expert opinions,all three first-level indicators have been modified;2 of the 14 second-level indicators have been deleted,2 have been added,3 have been modified,and 14 have been confirmed.3 of the 31 third-level indicators,8 were deleted,10 were added,4 were revised,and 33 indicators were determined.According to the second round of expert opinions,3 first-level indicators,14 second-level indicators,and 33 third-level indicators were finally determined for the rank of primary and secondary school principals,and some evaluation indicators were explained.Finally,the AHP is used to determine the weights of the indicators at each level,and to test their consistency.The results show that the judgment matrix A13 fails the consistency test,and the particle swarm algorithm is used to correct the matrix to optimize the AHP results,and finally complete the construction of the evaluation index system for the rank of primary and secondary school principals.Combined with the current evaluation of the rank of principals,this paper puts forward the application suggestions for the evaluation index system of the rank of middle and primary school principals constructed for the research centering on the index items,the weight of the index,and the index system.
