The rank system of the principal is an important reform of the school personnel management system.It has been establishing a professional rank evaluation standard and an independent job channel for the principal,which helps to promote professional development of the principal and improving the quality of school education and teaching.With the continuous deepening of the educational system reform in China,it has become a national macro-political reform initiatives and been actively explored in many places across the country.It has particularly become a hot research topic that has attracted more attention in recent years.This study focuses on the reform of the rank system of primary and secondary school principals in Anhui Province.Through interviews,questionnaire surveys,and comparative analysis,the overall situation of the rank reform of the primary and secondary school principals in the province is investigated.The achievements,barriers and causes of the reforms are analyzed,while suggestions are explored for accelerating reform of the rank system in primary and secondary schools in Anhui Province.All of efforts and results here are expected to provide reference for decision-making of government departments and practical exploration in various regions.It is found for the current status that the Anhui Province has proposed the reform of rank system earlier,but started later,and has a smaller scope for reform.The Bowang District of Ma’anshan City takes the lead in reforms and has accumulated a rich experience.The results were quite significant and the impact was noteworthy.Currently the overall progress of the reform is relatively slow.The design of the rank system is imperfect,the supporting system of the reform is not complete,and some participants have resistance for executing.The main reasons are that the ideas are lagging behind;the reform path is not perfect;the support in the national level is lacking;the financial support is insufficient;and the theoretical research is relatively weak.The research of this dissertation proposes suggestions for accelerating the reform that one should enhance awareness of reform and speed up the reform process;adopt a top-down approach to reform’s route;formulate a scientific and reasonable criterion;improve supporting measures;ensure funding;and strengthen theoretical research on the reform of rank systems.
