The Study Of Sustainable Development In High-tech Zone Beneath The Scientific Outlook On Development Perspective

At the beginning of Twenty-first century, the sustainable development outline of our country has made a long-term plan which pointed out clearly the overall sustainable development goals of the beginning of twenty-first century. These goals include that the ability of sustainable development increases constantly, economic structure obtains remarkable results, the population has been effectively controled,ecological environment is improved apparently, the rate of resource utilization rises significantly. It finally makes the person and nature to coexist in harmony and drives the whole society to be on the way of production development, rich life and good ecology. The Seventeenth Congress of the CPC put forward:the first prerequisite of the Scientific development perspective is development, the core is people-oriented,the basic requirements are overall coordination,and sustainable development, fundamental method is to give overall consideration. It also pointed out that the idea and strategy of promoting the reform and development of China economy and confirmed that scientific development perspective id the basic guiding ideology of the economic and social development. Therefore, in the tide of the rapid development of economy, the influence of sustaining is deep and necessary.The sustainable development of high-tech zone by scientific development perspective is the important aspect of realizing the sustainable development of our country, the driver of impelling the development of our country’s economy, and the forerunner of promoting the path of sustainable development of our economy. The way of sustainable development of the high-tech zone is the product of the times and also the example of the development of the whole economy. The research on the sustainable development of high-tech zone is not a groundless rumour, it not only has the theortical guidance, but also the theory of political economics. With reference to the labor theory of value, theory fo social reproduction and capital turnover. These three political economics principles expound three important meaning. The first is that it can not only promote the production factors to motivate the stable development of regional economy, but also can ensure the supplying balance of the production material and consumption material to promote the steady development of the regional economy. Further more, it can matain the rate of capital turnover and the development of regional economy in good propration to drive the rapid development of regional economy. High-tech zone experienced twenty-four years of wind and rain which made great contribution to the development of our economy and palyed a exemplary and innovative role. But, it also exist many problems, including the reasons of government and the high-tech zone itself. Therefore, in order to solve these problems very well and promote the sustainable development of high-tech zone, the paper puts forward three paths as follow: resonable controlling of high-tech zone numbers and enhancing the system innovation of the new high-tech areas, improving the management system and construction of service government. Through the analysis and study, it can be seen that high-tech zone will become the engine of the sustainable development of our economy and the innovative drive of sustainable development of our economy. It will entirely play the leader role in the sustainable developmental team.
