Pre-school education is basic education, the four stages of education an indispensablestage, but the pre-school education has never been compulsory in our country. The plannedeconomy era have a strong welfare pre-school, With the transformation of the economicsystem, many kindergartens have been welfare-stop, transfer, sell, etc. Many localgovernments in the grounds of pre-school education is not compulsory to reduce or even stopthe pre-school education for funding. Since 2002, the nursery has undergone fundamentalstructural changes in the proportion of private kindergartens more than a public kindergarten.At the same time as economic development, urbanization and to promote awareness of theimportance of early childhood education, kindergarten is difficult to meet the practical needsof the total.
