This paper expounds the related theory of education funds and fair of financial education, It showing the rationality of the basic education spending. and on this basis, this paper discusses the basic equal education development of course and the present situation of China. Although budget of the basic equal education have constantly improved, development of economic is not synchronized with development of the basic equal education, and China’s basic education outlay inequalities problem of present stage. Based on the financial education spending, we analyses the development of basic equal education budget and further illustrates inequality of the basic education in our country, then we summarize judgment of the inequalization degree. The inequalities problem seriously restricts to build the pace of a well-off society and is needed to be solved in order to implement the strategy of developing education, on the basis, this measures metrological analysis of equal education, then Raising he main reasons for the differences of funds for basic education in our country. and then put forward the basic way to resolve the funds for basic education in our country and effectively relieve the unequal problems in the development of basic education in our country.
