The Study Of Equilibrium Problem Of Financial Investment On Compulsory Education Of Henan Province

In this paper, the author based on the financial statistics data from 2009 to 2012 in Henan province. Using the mean, standard deviation, extremely, extremely rate, coefficient of variation as the tool, the paper analyzes the equilibrium level of the financial input on compulsory education between the prefecture-level cities and prefectures in Henan province. And taking the basic balanced compulsory education prefectures, poverty-stricken prefectures, mountain area prefectures as example, the thesis analyzes the compulsory education financial equilibrium of these special special deeply. Through dimensional analysis of the financial data, this paper found that the compulsory education finance in Henan province still exists serious imbalance. Particularly, the gap between the prefectures in the prefecture-level cities is greater than the gap between prefecture-level cities. And there is a widening gap between prefectures. The prefectures within the low level balance, the unbalanced degree of the junior middle school stage and the plain region is more and more serious. Fiscal overall level of education in the poor areas is low. Investigate its reason are mainly because of the insufficient supply of compulsory education’s financial resources, the small investment subject of compulsory education, the different levels around the prefecture-level cities’ government, and the heavy reliance on the investment path.On this basis, this article put forward to improve fiscal supply of compulsory education, and to establish the fund standard of financial input on compulsory education, and to strengthen the prefectures’ compulsory education responsibility, and to increase local and provincial governments’ compulsory education fiscal responsibility, to promote the prefectures’ development of the fundamental equilibrium, and so on.In this paper, to promot the compulsory education financial balance and the prefectures’ compulsory education balanced development for reference.
