The Status、Problems And Countermeasures Of Higher Education Financial Investment In Sichuan Province From The Perspective Of Fairness

In 2012, with the financial investment of Higher Education in China accounted for 4.28% of gross domestic product, the financial input to education increased dramatically. This year becomes a milestone in the development of China’s education cause. As a big province with important position in the development of western region, Sichuan province always give priority to the development of education. In 2012, the financial investment of Higher Education in Sichuan province accounted for 4.12% of gross domestic product. However, under the background of sharp growth of financial investment in education, many unfair phenomena exists, including relative insufficiency of the higher education investment, imbalance of the regional higher education investment, imbalance of investment between central and local colleges and universities, lack of the funding of poor students and so on. As the main source of current higher education funds in Sichuan province, higher education financial allocation plays a significant role in the realization of education fairness and social justice, helps to speed up the strategic rise in Sichuan province, accelerates the process of education finance system reform and promotes the stable and healthy development of higher education.This article finds the present situation of the higher education finance investment in Sichuan province from the perspective of fair, explores the current problems, and puts forward some countermeasures for realizing finance investment of higher education in Sichuan fair. By collecting, sorting and analysis of the financial investment and spending data of higher education, it reveals the relative lack of financial investment, regional and intercollegiate difference of financial investment and insufficient of funding for poor students. It points out the shortages of financial investment has affected the fairness of higher education in Sichuan province. This situation is caused by multiple factors: the single financial allocation mode, short of local fiscal capacity, the tilted policy to the key colleges and universities, the unclear fiscal responsibility between the different levels of government, the lack of fair concept in the development of higher education and the imperfect of student financial assistance policy. Based on the above content, this paper puts forward the following countermeasures: reforming the single financial allocation mode, strengthening local fiscal capacity, treating of key construction of colleges and universities reasonably, clearing the fiscal responsibility between all levels of government management, broadening the financing channels of higher education, establishing and strengthening the concept of fair and improving the policies of financial assistance to poor students.
