With the continuous in-depth development of Educational Information, the Policy of Educational Information has gradually become an important guide to lead the sound development of Educational Information in China, and become one of important research content of Educational Technology. Although it suffered a heavy disaster due to the occurrence of "5.12" earthquake, educational information in the disaster areas of "5.12" Wenchuan earthquake which the policy of educational information in these areas leads obtains the unprecedented opportunities for development.From the former research of educational information policy in China, the majority research concentrated on the introduction of the policy content and the consequent revelation,but the minority research involved the effectiveness of educational information policy; and from the practical perspective of educational information in "5.12earthquake-stricken" areas, the issue that the policy effectiveness of educational information in "5.12earthquake-stricken" areas is of great practical significance because of the dominant force in government. The status that the study about the assessing policy effects of educational information policy is lack not only directly impact on the scientific nature of educational information policy issues, but also tends to mislead the activities of educational information. Therefore, it is more necessary to study the effectiveness of educational information in "5.12earthquake-stricken" areas in the background of the post-disaster reconstruction of education. In view of this, this study attempts to answer how the effectiveness of educational information in "5.12earthquake-stricken" areas.Aiming to the above question, firstly definite what the goal of the policy of educational information in "5.12earthquake-stricken" areas is. We combs the educational information policy in disaster-areas and its related content from vertical and horizontal perspective, review the former policy objectives using Literature Method, and then finalize the goal of the educational information policy in "5.12earthquake-stricken" areas that is to enhance the level of educational information in disaster-areas.Means is an necessary problem while we determine the target. Basing on the former research of the policy index and the assessing index of educational information using Literature Method, and combining with the features of Wenchuan earthquake-stricken areas that are unique geographic, ethnic and cultural diverstity, the harmony of human and nature, the study establishes the rectangular evaluation index system of educational information effectiveness in "5.12earthquake" disaster-areas in Sichuan according to the complex evaluation index system model. The index system includes the connotative dimension of educational information and indicators dimension. The former contains hardware, software, underware, intergrableware, and the latter covers the compatibility of educational information policy, audiences, satisfaction, fulfillment, the degree of protection.Collect the data of the policy of educational information in Wenchuan earthquake disaster areas in Sichuan through questionnaires, interviews, document research using Fieldwork. Aiming to make the above data say, handle these data by SPSS19.0and EXCEL2003after date is successfully collected, and combine with the verbal data and the material of Fieldwork, and explains the assessing outcome of educational information effectiveness in disaster-areas.Its effectiveness is obvious and it effectively elevates the level of educational information in disaster-areas through the above analysis. But the policy of educational information in "5.12" Wenchuan earthquake disaster areas in Sichuan also has the following problems:The policy of educational information encounters the orientation dilemma, Lack of the agenda of the policy of educational information in disaster areas, The policy of educational information in disaster areas is wider and more abstract but specific, Differences among the audience and insufficient satisfaction in these policy implementing process. The following development strategies:Seeking the development model of the policy of educational information in disaster areas to fit the characteristics of the regionalization of the Wenchuan earthquake in Sichuan disaster area, Effectively play the macro-guiding role of the government at all levels to ensure that the policy issues of education information in disaster areas access into the policy agenda, Establish an effective assessment and feedback mechanisms of the policy of education information in disaster areas, Give priority to the development of education information in disaster areas, and promote the Equity in Education and the Balance Development in Education of these disaster areas.
