Research On Enhancing The Effectiveness Of The Area Educational Information Resources Funding

With the development of Internet and information technology, people’s understanding of the resources is changing from the form of paper、stationary state and individual spread to the information technology、dynamic、diverse and bi-spread transition. The constructions of educational resources、resource utilization and quality are also getting more and more favored by many domestic and foreign scholars. Due to the funding investment in education is increasing, but the educational effect is not satisfactory. In order to improve the efficiency of the funding in education and resource quality, it’s better to introduce the market competition mechanism.Firstly, on the basic of describing the construction investment on educational information resource and construction mode problem, constructed of educational information resources and funds diversion mode. The analysis’basic theory including investment mechanism of the current education fundings、the problem of investment mechanism and educational information resources model. Based on the above theory, analysis the basic elements that influence educational information resource’s efficiency in system, as well as the relationship among those elements, and build information resources to improve education funding’s diversion model, change the using way of education information resources to solve the education resource isolated problem effectively.Secondly, put integration as achieving means of funds diversion model and intermediary of resource development and fees paid. Learn from putting the current user’s use as a purchase of service provided to improve the operational platform to build a scientific、educational information resource’s construction and usage charges for purchasing service mechanism. and regard it as the means of achieving funds diversion model.Finally, through above research, this paper construction of the basic model of educational information resources’s funds diversion, and analysis it’s effectiveness through computer simulation. In the case of equal input in between average input model and educational information resources’s funds diversion, concluded the Use efficiency differences, including the difference of usage charges、pay development costs, and provide practical reference and reference for improving the using efficiency of educational information resources construction funds.
